I would recommend using a sealer so there is minimal chance of moisture seeping behind the light fixture. I recommend the TremPro 644 Silicone Sealant # 0160297. It creates a waterproof seal at seams between joined parts and adheres to nearly anything.

Mike, the first place I'd look is the fuse box and check to see if there are any fuses relating to your lights that are blown. If there are any, replace them and see if the problem resolves.
If not, the next thing I'd do is check that the light fixture is actually receiving power. If it's not then you have a damaged wire or wires somewhere that would need to be identified.
